Web designers are not always computer programmers, but the vast majority possess at least some skill in programming. Those that do have programming knowledge are the determining factor of how pages appear online, but they are also key in the implementation of their own designs. Web designers are essentially artists, writers, and computer experts.

The most important task for the web designer is to creatively design web pages, often by working with clients who have specific needs. Designers are usually proficient in the use of software such as Photoshop, and many are also adept in using other utilities such as Javascript for graphics animation. Web designers have experience in the use of programs which add film and sound clips to their web pages; their primary goal is to create a page with a specific design, set of graphics, and eye-catching detail. Depending on their clients' needs, web designers may also write website content, but most often they edit and add content provided from other sources.

There aren't many differences between web designers and web programmers. The latter usually implement a design through XHTML, HTML, and other programming languages, and they also set up functions and maintain web pages. Web designers can also do this, if they have the appropriate programming skills. Most designers are graphics experts, taking the requirements of the client and turning them into artistically pleasing pages.

It is the web designer's job to keep on top of Internet trends, and to figure out how to get their page high in the search engines. By working closely with their clients, they get a good idea of the proposed function of the web page, and they also help to keep the web page interesting and easily usable. Most designers are artists who have experience in other graphic design fields.

There is a debate on the necessary qualifications to become a designer; some have no college education but a lot of real-world experience. Others have a significant amount of programming and design experience, while holding various degrees. College degrees tend to hold less importance than proven ability; when choosing a web designer, evaluate their previous work to see if it matches what you are looking for.
